1. Put 4 balls on each side of the lever balance. If one one side is heavier than the other side, eliminate the 4 balls on the lighter side and the ninth ball or if each side is balance, the ninth ball is the 11g ball.
2. Put 2 balls on each side ( the 4 heavier one ) of the lever balance. If one one side is heavier than the other side, eliminate the 2 balls on the lighter side. 1 side will be not balance.
3. put the heavier 2 balls on each side of the lever balance. see which of the ball is heavier. the heavier ball is the 11g ball.

Mr Azhari, I can solve the puzzle in two steps.
1. Pick any 6 balls. Keep the 3 other balls aside. Put 3 balls on 1 side and the other 3 balls on the other side.If there is a heavy ball in any of the 6 balls the weigh will come down. Then take those 3 balls which is on the heavy side. If the weigh did not come down take the 3 balls that is kept aside.
2. Keep 1 ball aside and put 1 ball each on both sides. If there is a heavy ball the weigh will come down and we can find out. If the weigh is equal, the ball that is kept aside is the heavy ball.

Mr Azhari, I think the answer is like this:

That's what the answer I think it is. Bye! :)
